Concept knowledge, or concept learning, also known as concept attainment and category learning is a method of categorizing different objects, or exemplars, to list their attributes and distinguish one from another. Within this approach, concepts are seen as mental categories according to which ideas, objects or events with common features are classified, compared and contrasted. There are different theories of concept learning, but most of them are based on learning from examples and induction and avoid abstraction.

Prototype and exemplar theories are two contrasting views on category learning. According to prototype theory, we percept new objects, ideas and events basing on examples we have already experienced before. It means that beneficial are previous experiences; they make up a selective advantage. Among those examples there are those which are used more frequently; they form a central tendency. Other examples are on the periphery of the category. Thus, semantic similarity is used to abstract from central examples and such idealized tendencies representing the category are called prototypes. Prototypes are defined as “a generic or idealized representation of a conceptual category” (Harley 2008). Prototype theory includes a notion of typicality effects introduced within evolutionary approach. This effect involves successive work of memory, logical reasoning, judgment, language and finally categorization.

Typicality effects are demonstrated during picture naming tasks, as a robin, for example, is more typically accepted as a bird, and penguin is not as typical as a robin or a canary are, because we prepare to see some small creature with a beak, with wings and able to fly and sins. We make inferences through visual processing and object recognition, singling it out of others and thinking of relations between concepts. Many tests have revealed mediated priming in picture identification. Harley underlines that “the relation between the picture and the meaning gradually became looser” (Harley 2008). Further, the concepts and inferences are provided with definitions and thus can become deductively valid.

However, the problem is that not all the categories are so prototypical and representative to be easily classified.

Exemplar theory is alternative to “prototypicality”. If the latter means that some typical concept provides representation for further perception, exemplar theory makes a stress on individual experience we remember of almost all the examples (or instances) of the category. We use our memories to classify a new idea comparing it with what is similar. And the extent to which the new entity is close to those resembled members of the category. It is significant to underline that examples are stored in memory verbatim, and thus these are individual properties that matter. They are not abstract and they do not provide a system of demands to a new member (Reisberg 2006). According to this theory, picture identification differs from that one in property theory. It gives a space for more assumption, but still there are difficulties remarked when entities have many features not saved in memory. The disadvantage of the theory is that it is not known how group membership is defined. Later it has been found out that this way of concept learning is more typical for young people, on early stages of getting knowledge. Later properties and generalizations are formed.

All in all, each theory provides new understanding of how we learn, know, remember and talk, and at the same time each has its weakness. Therefore, rational are those models where exemplar and prototype based theories are combined and compromised.

The main form of GATT activity was the multilateral negotiations. These negotiations were related to trade barriers, international tariffs, interpretation and making changes in the existing GATT rules and creating the new one. The influence on the political systems of other countries started in the times of GATT. Thus, Brazil and India were criticized for being inflexible. Political systems in these countries after World War II were significantly transformed, and both countries suffered from periods and political and economical instability. GATT demanded stability in the country to implements some regulative rules in the country. Brazilian President Luiz Inácio Lula da Silva argued that the stabilization can be achieved in the richest countries of the world. That time the president of Brazil also demanded the open market for Brazilian agricultural goods in the developed countries, in particular the USA and countries of modern Euro Union.

In 1985 GATT celebrated its fortieth anniversary. In response to this important date as well as some other internal problems GATT launched the eights round of negotiations. It was the biggest negotiations on trade ever and the important stage in WTO history. It took place in Punta del Este, Uruguay. The most important issues negotiated were the following: some policies of certain countries preventing GATT regulations, structural deficiencies in organization, and some new areas of global trade, like trade in intellectual property and services. Ten years later, after WTO foundation, the impact of this negotiations round was significant yet.

The reasons of GATT-WTO transformation

It cannot be said that the functioning of GATT was unsatisfactory: this organization functioned, developed and regulated global trade well enough. However, GATT leading members made a decision to replace it with new regulative institution for several reasons. As was mentioned above, in the middle of 1980th the problem of service trade and intellectual property attracted the attention of GATT. This market sector required regulation, but that time GATT regulated the trade in merchandise goods only. New regulative body should cover trade in intellectual property and services. Moreover, the work of GATT more and more adopted the selective nature. One more task of new regulative body was to re-union the member countries for entire membership.

Nevertheless, not only functional and practical reasons were important for WTO foundation. The establishment of new regulative body also had symbolic and philosophical meaning.

For the above reasons, the creation of a new, permanent trade body became one of the principal objectives about half-way through the GATT’s Uruguay round, which ran from 1986 to 1994. A draft for the new international trade body, the WTO, was drafted and formally approved at the Ministerial Conference held in the ancient trade center of Marrakesh in July of 1994. Under the terms of the so-called “Final Act” signed there, the GATT was replaced by the WTO on 1 January 1995.

On the web site of the WTO the responsibilities of member countries described as the following: “raising standards of living, ensuring full employment and a large and steadily growing volume of real income and effective demand, and expanding the production of and trade in goods and services, while allowing for the optimal use of the world’s resources in accordance with the objective of sustainable development, seeking both to protect and preserve the environment and to enhance the means for doing so in a manner consistent with their respective needs and concerns at different levels of development.” (WTO web site)

The members of WTO should recognize the “need for positive efforts designed to ensure that developing countries, and especially the least-developed among them, secure a share in international trade commensurate with the needs of their economic development.” (Ibid)

WTO members also have agreed to contribute to the achievements of these objectives into “reciprocal and mutually advantageous arrangements directed to the substantial reduction of tariffs and other barriers to trade and to the elimination of discriminatory treatment in international trade relations.”(Ibid)

Thus, in can be concluded that WTO was founded as the GATT successor and inherited its functions and rules, but added some more functions adapted to the modern world.

History of WTO

In this chapter not only the foundation of WTO (previously GATT) is described. This chapter also discusses WTO as the part of broader network of transnational institutions. Nowadays three international bodies regulate trade and financial system in the world: International Monetary Fund, World Bank, and WTO. Speaking about globalisation analytics usually mention these three institutions. The following chapter describes the origin and development of this network of transnational institutions.

The World War II changed the world. In post-war year several powerful international organizations were established. These organizations were intended to revive, control, and regulate the international financial and trade cooperation. In 1944 the representatives of 44 allied nations gathered on United Nations Monetary and Financial Conference in Bretton Woods, New Hampshire, USA, to make some important decisions regarding to international financial and monetary order on the post-war World. On this conference International Bank for Reconstruction and Development (IBRD) (now it is one of the five financial institutions comprising the World Bank), the International Monetary Fund (IMF), and the General Agreement on Tariffs and Trade (GATT) were established. The last one became the WTO forerunner. It is also worth mentioning that the idea if International Trade Organization was discussed on this conference, but the delegates could not find the compromise. International trade Organization had never come to existence, and the WTO adopted the rules of GATT.

Describing the consequences of Bretton-Woods Conference and the set up of new international organization in general, it is necessary to say that floating currency rates in 1930 had the negative impact on global economy. Negotiators on Bretton-Woods conference decided to establish new system of free currency exchange based on the free trade. It allowed the synthesis of free trade system, supported by the USA, and the idea of full employment and economic stability, desired by Great Britain. New economic system required new regulative institutions.
Despite the proclaimed goals – poverty reduction, economic stability – one of the initial purposes of these organizations was the support of developed countries starting from the USA. The strongest support the USA received from the new monetary policy: every country should adopt the new dollar standard and to tie the national currency with US dollar. Thus this system collapsed in 1971, when the USA stopped the convertibility the dollar to gold, the dollarization of global economy was already existing fact, and dollar stayed as the reserve currency for member states of IMF.
