However, most states have a limited number of “recognized” states. Also, some states recognize the license of another state only if its owner lives in that state. Some states do not recognize the “foreign” license, but they may issue a “guest” license to carry weapons (Patrick 88-90). Moreover, a careful law-abiding citizen, including residents of Alaska, who receives a license formally, with a proper attention to the papers and laws, can significantly expand the territory where he can carry weapon. FBI statistics shows that in states that liberalized carry weapons, crime decreased by 22% (murder – by 31%, robberies by 36%, grievous bodily harm – by 14%) compared with states where the carrying of weapons is strictly limited. In addition, in the “liberal” states the number of crimes involving weapons declined by 29% (murders committed by firearms – by 38%, hand guns – by 41%), holdups – by 38%, injuries – by 19% compared with states where carrying weapons is actually prohibited. Studies of University of Chicago, based on FBI statistics of 1972-1992, show that in 3054 districts where concealed carry of weapons is permitted, the number of murders decreased by 8,5%, rapes – by 5%, attacks – by 7% (Kovandzic 292-323).
According to Professor Lott, who reviewed the statistics of mass shootings in the U.S., in a few states that adopted the legislation on non-discriminatory right to carry weapon, there was a reduction in the number of victims of such crimes (Duwe 271-96).
