The question whether citizens have the right to defend their property and their lives with the help of weapon, have always causes heated debates among politicians, public figures and ordinary people. In most countries, possession of handguns is allowed for the purpose of hunting, target shooting, collecting, protecting persons and property. In some states of Western Europe and the Americas, citizens are granted with the legal right to purchase firearms, including pistols and revolvers, and in other countries – including military weapons (Switzerland) for self-defense. In the eight states of them, there are no prohibitions on the possession of any type of civilian firearms (Burkina Faso, Denmark, Germany, Finland, Switzerland, Uganda, Romania, Finland). In other countries (Japan), citizens are deprived of this right. Absolute ban on all civilian firearms is provided in the legislation of two states (Luxembourg and Malaysia).
According to the US Ministry of Justice, in the 39 states where concealed carry weapons is allowed, the obtaining of permit and passing appropriate courses is obligatory. Whatever one might think about the inviolability of the right to self-defense, one should understand that the reality we live in is based on many laws, including those interpreting the carry of concealed weapon not as a right but as a privilege, for which 48 out of 50 states require an appropriate permit.
Only two states, Wisconsin and Illinois, have no legal mechanisms for the ordinary people to get the right to carry weapons (no issue system). For many years, the number of these states was 7, but in time, most of them adopted first discretionary model (may issue model), and eventually moved to the compulsory licensing model (shall issue approach).
Mitigating the legislation of individual states is based, as a rule, on the statistics. Thus, the University of Chicago conducted its own investigation of cases of weapon use for self-defense from 1977 to 1992, according to which the states with allowed concealed carry weapons had a significantly lower overall level of crime than in general in the country.
